Export Compliance Acronyms and Terms
ACE
Automated Commercial Environment. A single window platform that hosts AESDirect.
ACN
Application Control Number. Each new Work Item submitted successfully through SNAP-R, is assigned a unique ACN by BIS to track its status. The ACN will start with the letter “Z”, followed by six numbers and, as a result, the ACN is sometimes referred to as the “Z number.”
AES
Automated Export System. An online method through a portal called AESDirect, that is now hosted in ACE. Use it to file an Electronic Export Information (EEI).
AT
Anti-Terrorism. A Reason for Control on the Commerce Control List (CCL). Countries subject to AT controls are those on the State Department’s list of countries that support international terrorism.
BIS
Bureau of Industry and Security (BIS). An agency of the Department of Commerce established by the Export Administration Act that is responsible for administering and enforcing export controls on certain (“less significant”) military and “dual-use” items.
Case Number
Related to SNAP-R submissions for BIS requests. Once a Work Item is approved, or approved with conditions, a case number is issued by BIS.
CBW
Chemical & Biological Weapons. A Reason for Control on the Commerce Control List (CCL).
CCATS
Commodity Classification Automated Tracking System. This is the name of BIS’s IT system; however, it is commonly used to refer to a completed commodity classification determination. A “CCATS” number begins with a “G.”
CCL
Commerce Control List. A list of items found in the EAR under Title 15 CFR Part 774, Supplement No. 1. Supplement No. 2 to Part 774 of the EAR contains the General Technology and Software Notes relevant to entries contained in the CCL.
CIN
Company Identification Number obtained during the registration process with BIS through SNAP-R. It may be referred to as the Applicant ID. The CIN is a seven digit number beginning with an alphabetic character and followed by six digits.
CFR
Code of Federal Regulations. The CFR is the codification of the general and permanent rules of the Executive departments and agencies of the Federal Government. The CFR is amended through proposed rulings and final rulings published in the Federal Register.
CW
Chemical Weapons. A Reason for Control on the Commerce Control List (CCL) of chemicals that are listed on schedules of the Chemical Weapons Convention.
CWC
Chemical Weapons Convention. An international agreement among nations that agree they will not develop, produce, stockpile, or use chemical weapons.
Deemed Export
Concept present in the EAR and ITAR. Transfers of export controlled technology to foreign nationals located within the United States are deemed to be an export to the recipient’s home country (based on citizenship.) Often referred to as the “deemed export rule.”
DPL
Denied Persons List. A list, available at Supplement No. 2 to Part 764 of the EAR, of individuals and entities that have been denied export privileges. Any dealings with a party on this list that would violate the terms of its denial order is prohibited. Also referred to in conjunction with “RPL” Restricted Persons List.
EEI
Electronic Export information. Reference to the fields of data required to be transmitted to the Bureau of Census in the Automated Export System AES) per Title 15 CFR Part 30 of the Foreign Trade Regulations (FTR).
EAA
Export Administration Act. The EAA is the statute that authorizes the export control and anti-boycott compliance activities of the Department of Commerce (DOC).
EAR
Export Administration Regulations. Regulations administered by the BIS that, among other things, provide specific instructions on the use and types of export licenses required for certain tangible commodities, software, and technology. These regulations are located in Title 15 CFR Parts 730-774.
EAR99
Commodity, software or technology subject to the Export Administration Regulations (EAR) but not listed on the Commerce Control List (CCL) in Supplement 1 to Title 15 CFR Part 774.
ECCN
Export Control Classification Number. The number used to identify items on the Commerce Control List (CCL) found in Part 774 Supplement No. 1 of the EAR. The ECCN consists of a set of digits and a letter. Items that are not classified under an ECCN are designated “EAR99.”
ECMP
Export Compliance Management Program. Internal compliance program that helps your university or company efficiently manage your export compliance requirements by implementing strategies, operational processes, and safeguards that can minimize the risk of an export violation.
ITAR
International Traffic in Arms Regulations. Govern the export and import of defense articles and services that fall under the U.S. Department of State’s export licensing jurisdiction. These regulations are found in Title 22 CFR Parts 120-130.
MT
Missile Technology. A Reason for Control on the Commerce Control List (CCL).
n.e.s.
Not elsewhere specified. This is found in multiple ECCN descriptions in the Commerce Control List (CCL).
NLR
No License Required. A code entered in Automated Export System (AES), certifying that no BIS export license is required.
NP
Nuclear Nonproliferation. A Reason for Control on the Commerce Control List (CCL).
NS
National Security. A Reason for Control on the Commerce Control List (CCL).
NSG
Nuclear Suppliers Group. The international export control regime focusing on the proliferation of nuclear weapons.
OFAC
Office of Foreign Assets Control. The Office of Foreign Assets Control (“OFAC”) of the U.S. Department of the Treasury administers and enforces economic and trade sanctions against targeted foreign countries, terrorism sponsoring organizations and international narcotics traffickers based on U.S. foreign policy and national security goals.
SDN
Specially Designated National. Specially designated nationals are identified by the Secretary of the Treasury under regulations issued by the Office of Foreign Assets Control (OFAC).
SDT
Specially Designated Terrorist. A specially designated terrorist is identified in regulations.
SED
Shipper’s Export Declaration. Former term for the Electronic Export Information (EEI).
SNAP-R
Simplified Network Application Process. A method of submitting classification requests and license applications over the Internet to BIS. A CIN is required to use this system.
STELA
System for Tracking Export License Applications. An automated telephone voice response system that provides applicants with the status of their license and classification applications.
USML
United States Munitions List. The list of defense articles, technology, and services under the export and import jurisdiction of the U.S. Department of State. The USML is found within the ITAR.
WA
Wassenaar Arrangement. The Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies is a multilateral regime that contributes to regional and international security by promoting transparency and greater responsibility in international transfers of conventional arms and dual-use goods and technologies.
